The EaPeReg 26th Plenary Meeting and Workshop was held in hybrid format on 11-12 November 2025. Around 70 participants from 30 countries participated in the Plenary meeting, bringing together representatives of the EaPeReg Network, long-standing partners, and newly joined members. The meeting focused on regional cooperation, progress achieved in 2025, and priorities for the upcoming period.
EU4Digital Telecom Rules Update
Participants reviewed the current status of Telecom Rules implementation and agreed on the next steps, confirming the importance of coordinated regional actions.
Reports of REWG, IRB EWG, and SEWG
The three working groups presented consistent progress in spectrum management, regulatory independence, roaming, and broadband development. Their updates form a solid basis for the 2026 roadmap.
International Cooperation
The session strengthened cooperation with international organisations, including BEREC, ITU and EMERG, highlighting shared priorities and opportunities for joint activities.
RLAH Integration
RLAH integration session showed strong momentum for Moldova and Ukraine, and reaffirmed that the Regional Roaming Agreement is the next big milestone everyone is waiting for.
Digital Awareness and Inclusion
Presentations from participating regulators showcased practical initiatives aimed at improving digital literacy and ensuring that digital transformation is accessible to all citizens.
World Bank Cooperation
An update from the World Bank provided alignment between EaPeReg’s regional digital objectives and broader development support.
Leadership and Governance
The network reviewed the activities of the past year and held elections for the 2026 leadership team, ensuring continuity and stable coordination for the next cycle.
2026 Work Plan Adoption
Members approved the Work Plan for 2026, setting clear objectives and commitments for the next year.
Workshop on EU Digital Decade and Regulatory Changes
The second day included a practical workshop dedicated to digital decade targets and regulatory developments, encouraging active exchange of experience between EU and EaP countries.
